The front sails are left off of weathervane models to keep all wind behind the point of rotation. It's assumed this was a backyard weathervane, likely early 20th century, 1920s area. If you're simply displaying it, a new wooden sail would likely be easy to make... But personally i love how it shows the purpose of the piece.
